Pearならnet whois はどうでしょう？
pear install Net_Socket
pear install Net_Whois
（Net_Socketも必要みたいです。）
後は、こんな感じ。
require_once "Net/Whois.php";
$whois = new Net_Whois;
echo $whois->query("yahoo.co.jp", ”whois.jprs.jp");
